The completion of a set of activities focused on needs analysis in collection of equality dataand the elaboration of proposals for practical measures in this area is one of the conditions for mainstreaming the issue of non-discrimination within national, regional and local policies and to achieve an overall better implementation of antidiscrimination legislation. This task is based on one of the goals of the call, namely the support of instruments for non-discrimination mainstreaming as well as equality impact assessment. This objective cannot be achieved without an evidence based approach, i.e. based on reliable, relevant and current data. The proposed analysis is a response to a lingering problem in Slovakia - the lack of reliable data in the area of racial or ethnic discrimination (mainly concerning the Roma) or discrimination based on a disability, age, religious affiliation, sexual orientation or social status and multiple discrimination. Another major issue in this field is the inability to assess the impact of antidiscrimination policies and their individual measures as well as an inability to measure progress, e.g. in implementation of policies focused on the social inclusion of the Roma and the elimination of discrimination in the areas of education, healthcare, employment and housing. Specific data on equal opportunities in the labour market are also missing. The needs analysis related to the collection of equality data in these areas is therefore directly connected to all three goals of the call: mainstreaming, equality in employment and issues related to the Roma.

Activities within this priority are the initial phase for the process of introducing effective instruments for evaluating the efficiency of anti-discrimination policy and anti-discrimination legislation in particular into practice.
